SAP partners with OpenAI to launch ”OpenAI for Germany” – A sovereign AI platform for the public sector

SAP SE and OpenAI have announced the launch of OpenAI for Germany, a strategic partnership aimed at delivering secure, sovereign, and AI-driven solutions for Germany’s public sector. The initiative is designed to support national digitalization efforts while fully complying with European data protection and privacy standards.

Planned for rollout in 2026, the project combines SAP’s long-standing expertise in public sector digital transformation with OpenAI’s advanced artificial intelligence technologies. The platform will operate via Delos Cloud, a SAP-owned subsidiary, hosted on Microsoft Azure and fully located within German data centers. This ensures the platform meets the country’s strict regulatory, legal, and operational requirements—particularly those related to data sovereignty, GDPR compliance, and local data residency.

AI Solutions for Public Sector Efficiency

OpenAI for Germany will enable public institutions—ranging from government bodies to research institutions—to integrate AI agents directly into their existing systems. These agents will automate and enhance administrative processes such as records management, workflow optimization, and data analysis, significantly reducing bureaucratic overhead.

The platform’s core objective is to modernize Germany’s public services while ensuring that all data remains under national jurisdiction and is processed in accordance with Europe’s highest standards of privacy and security.

Scaling Sovereign Infrastructure

To support the demand for AI workloads, SAP has committed to expanding Delos Cloud’s infrastructure in Germany to 4,000 GPUs. Further infrastructure investment is planned to meet growing demand, including partnerships with European co-location providers and the development of SAP-owned sovereign data centers. These efforts will not only support German institutions but also enable the extension of sovereign AI offerings to additional industries and markets across Europe.

All data processing associated with the initiative will be confined to Europe-based servers, ensuring complete transparency and control over sensitive information. This approach is critical in maintaining public trust, particularly in sectors where data privacy and national security are non-negotiable.

Supporting Germany’s National AI and Digital Strategies

The partnership directly contributes to Germany’s national AI strategy, which aims to drive AI-enabled economic value equivalent to 10% of GDP by 2030. It also complements the “Made for Germany” initiative, which has garnered over €631 billion in pledged investments from major companies and institutional backers to accelerate digital modernization.

In addition, SAP has committed €20 billion toward strengthening digital sovereignty in Europe, with a focus on building scalable, compliant AI infrastructure that aligns with the EU’s legal and ethical framework.
